Hamburg, officially the Free and Hanseatic City of Hamburg, is the second-largest city in Germany and 7th largest city in the European Union with a population of over 1.84 million. Hamburg's urban area has a population of around 2.5 million and its metropolitan area is home to more than 5 million people. The Port of Hamburg is the largest port of European trade with China. In 2019, the port of Hamburg had a total throughput of 137 million tons and a container throughput of nearly 9.3 million TEUs, of which more than 3 million TEUs travelled between Hamburg and China, far exceeding other European ports. China has therefore become the largest maritime trading partner of the Port of Hamburg.

汉堡驻中国联络处（HLO）作为汉堡市在华的官方代表机构，自1986年上海与汉堡结为姐妹城市以来，始终是连接中德经贸与文化的战略桥梁。该机构联合代表了汉堡市政府、汉堡商会、汉堡投资局及汉堡港口营销协会等官方核心职能部门，总部设于上海世博园区的“汉堡之家”，并设有北京办公室。在首席代表安客（Lars Anke）的领导下，联络处致力于为中资企业赴德投资及汉堡企业在华深耕提供全方位的政务对接与专业咨询，全方位赋能汉堡作为欧洲对华贸易第一大港及全球科创高地的领先地位。
